The issue that you're facing with your Furrion camera System is caused by the PWM GM has switched to with their 7-way wiring and can be solved in two ways:
1. By using the 7-Way Vehicle Power Adapter w/ Power Switch for Furrion RV Observation Camera # FR87PR. This adapter will send a steady current to the camera allowing you to receive a signal to your monitor. The male end will plug into the 7-way on your 2019 Chevy Silverado and you'll plug your trailer into the female end of this adapter.

If the Curt T-Connector Vehicle Wiring Harness # C56270 on your 2015 Ram ProMaster City is sending those same signals whether your trailer is connected or you're using a circuit tester to check functions then it likely means the Curt wiring is bad if the lights on your ProMaster City are acting normal. I feel like there has to be an issue with the taillight converter that was installed on your 2018 Ram Promaster City. A trailer wiring issue might be reasonable with the light staying on all the time but as the light goes out when you push on the brake pedal and the other light comes on. To me that indicates an issue with the converter. The shop may have correctly installed all the parts but if a part was defective from the manufacturer then that would explain what is going on.

I spoke to Dodge about your 2017 ProMaster City with the backup alarm. The alarm can only be disabled when a correct trailer connector is used for towing a trailer. Your particular year is one of the only ones in which the backup sensors are not able to be disabled.
You may be able to use a hitch riser like the High-Low Adapter # RM-048-10 to raise the bike rack up high enough that the sensors will not be able to detect the bikes. Unfortunately with these proximity style sensors there... view full answer...
I took a look in the owner's manual for your 2018 Ram ProMaster City and did not see any way to manually disable the ParkSense. More often than not, you can disable the parking sensors in the information panel on your cluster but I was not able to confirm this for your Ram ProMaster City. The issue with your running lights causing the brake and turn signal to not work sounds like a common grounding problem that occurs often.
